Placement within the Story Tomita Jinpei, born in Kikuchi City during the Meiji Era, created this efficient method of drying out poorly-draining paddy fields. It is still used today with 'suikou' made of vinyl chloride. Thanks to the introduction of this technique, all throughout Japan there was an increase in amount of arable land as well as the amount harvested per area of land.
